As part of the implementation of the National Governance Program (PNG) and the fight against corruption approved on June 29, 2000 by the President of the Republic, His Excellency Paul BIYA, instruction N ° 003 / CAB / PM of January 24, 2001 from the Prime Minister, Head of Government, prescribed to all Heads of Ministerial Departments, the rationalization of deadlines and procedures for processing cases in the public services of the State as well as the improvement of permanent availability information to users. The PNG revised in 2005 and the Strategy Document for Growth and Employment (DSCE) adopted in 2009 enshrine the modernization of the Cameroonian Public Administration (PCA), transparency through the rationalization of administrative procedures and permanent information of users as levers for better performance of the Administration. The User Guide is an information tool retained by the APC to inform citizens about the services they want to have and the conditions to be fulfilled. Moreover, thanks to the normative deadlines that it indicates for each procedure, the User Guide is an instrument for measuring the performance of the Administration by the beneficiaries of these services. It thus meets the objectives of the Cameroonian Administration Modernization Program by introducing Results Based Management (PROMAGAR). It is in this perspective that the Ministry of Forests and Wildlife (MINFOF), responsible for the development, implementation and evaluation of government policy on forests and wildlife, aligns with the recommendations made to all public administrations. It meets the expectations of its users, by having a Guide that will contribute to the implementation of the RBM approach and ultimately to the achievement of the Government's objectives in terms of Good Governance and Growth. This guide undoubtedly marks a transformation of the Ministry of Forests and Wildlife into an administration resolutely oriented towards its internal and external users. My wish is that it allow MINFOF users to have exact information on all the services delivered and related to our missions. May it constitute the contribution of MINFOF to the realization of the policy of “Great Ambitions” so dear to the President of the Republic, His Excellency Paul BIYA.
